Since the majority of west European party families are categorised according to their position along the left–right cleavage, the response of such parties is to squeeze European issues into the left–right axis of conflict. 9 Left-wing parties have generally become more proEuropean over time, as the EU has increasingly been perceived to offer opportunities for achieving social democratic goals such as greater equality, increased welfare spending and market regulation. In contrast, right-wing parties have historically demonstrated higher levels of support for European integration based on advancements in market liberalisation.

Changes in the relative importance of these different spheres of competition may lead to corresponding changes in the nature and degree of influence exerted on the European attitudes of a minority nationalist party. Public attitudes towards European integration Even if a party has clear political space on the European issue vis-à-vis its partisan competitors, it would make little sense to pursue such a policy if it had little appeal to the electorate that the party is targeting. Empirical studies have shown that when one party has a clear-cut advantage on an issue with regard to popular appeal, it regularly emphasises that issue, while another party which does not have such an advantage will prefer to focus on another policy issue where it does have a clear advantage (Riker, 1993).

To the extent that minority nationalist parties have new politics propensities – towards the radical right or towards the ecological left – then these ideological values are expected to influence their European attitudes in similar ways. To summarise, this section has argued that the ideological convictions that constrain minority nationalist party positioning in domestic political arenas will also constrain party positioning on the issue of European integration. , 2002: 985). Given that party ideology and values are features of a party’s identity that have evolved gradually over time, the influence of basic ideology is expected to be an enduring determinant of minority nationalist party attitudes towards European integration.
